Request for Proposals: Marketing Consultant for ASCQC

Background

The ASC Quality Collaboration (ASCQC) is a national organization with a quality measurement and reporting program focused on improving patient safety and quality of care in ambulatory surgery centers (ASCs).

ASCQC administers the ASC Safety & Quality Assessment, a free, voluntary annual survey that enables ASCs to benchmark safety and quality best practices, identify opportunities for improvement, and demonstrate a commitment to quality and safety.

The survey was developed by ASCQC and healthcare industry leaders with experience in quality, safety and regulatory reporting. It reflects clinically relevant and operationally meaningful measures tailored to the ASC environment and grounded in evidence-based best practices.

ASCQC seeks to increase participation in the ASC Safety & Quality Assessment, particularly ahead of the next survey period, May 1–June 15, 2026, and to strengthen direct outreach to commercial payers and other key stakeholders.

ASCQC is assisted in these efforts by the Ambulatory Surgery Center Association (ASCA), the national association dedicated to assisting ASCs in delivering safe, high-quality, cost-effective patient care.

Purpose of the RFP

ASCQC is seeking proposals from qualified freelance marketing consultants to provide part-time, contract-based tactical marketing and outreach support.

The consultant will focus on executing outreach opportunities and directly engaging with commercial payers and business coalitions to inform them about this Assessment. This role is intended to be hands-on, working from existing goals and priorities established by ASCQC.

The selected consultant should be able to begin work immediately.

Scope of Work

The consultant will be expected to work independently and to coordinate efforts with ASCQC and ASCA staff and associates. Responsibilities may include:

  • Refining target lists and identifying the most appropriate points of contact within target organizations (commercial payers, business coalitions) to ensure outreach efforts are directed to the correct individuals.
  • Performing direct outreach to payers (emails, calls, meetings) to communicate the value of the ASC Safety & Quality Assessment and encourage payers to promote survey participation among their contracted ASCs.
  • Adapting existing messaging or materials for specific audiences as needed.
  • Tracking outreach efforts and reporting on engagement activities and outcomes.
  • Providing regular progress updates to ASCQC and ASCA staff. 

Desired Qualifications

Ideal candidates will demonstrate:

  • Experience in healthcare marketing or communications, specifically with payers.
  • Strong communication and relationship-building skills.
  • Ability to work independently, manage multiple priorities and function with minimal supervision.
  • Availability to begin work immediately and support the May/June 2026 survey period.

Contract Structure

  • Type: Part-time, independent contractor
  • Duration: Initial contract through the 2026 survey period, with potential for extension based on performance and need
  • Hours: To be proposed by the respondent
  • Compensation: To be proposed by the respondent

Proposal Requirements

Proposals should include the following:

  1. Cover Letter
    • Brief introduction and summary of relevant experience.
  2. Approach and Methodology
    • Description of how the consultant would approach promoting the ASC Safety & Quality Assessment to healthcare payers.
    • Proposed strategy for engaging commercial payers.
  3. Relevant Experience
    • Examples of similar work, particularly in healthcare.
    • Experience working with the ASC community (preferred).
  4. Timeline and Availability
    • Proposed start date and availability through summer 2026.
  5. Cost Proposal
    • Hourly rate or retainer structure and estimated hours.
  6. References
    • Three professional references, ideally from similar projects.

  • Relevant experience and expertise
  • Understanding of ASCQC’s goals and the ASC environment
  • Strength and feasibility of proposed approach
  • Cost and overall value
  • Ability to begin work immediately
